The Deputy Associate Chief of Staff (Deputy ACOS), Behavioral Health (BH) will have broad responsibility within a service-level organizational unit and have responsibility for clinical practice, program management, education, human resources management and supervision of the service. Incumbent autonomously manages substantive parts of specialized, complex, professional services which significantly impact the care provided to Veterans and needs to be a hands-on leader with a strong desire and interest in innovating and designing the outpatient system of tomorrow. In this capacity, the Deputy ACOS, BH has responsibility for the effective and efficient management of Mental Health programs and services such as Psychology, Psychiatry and other relevant programs. The incumbent is responsible for professional, management and administrative aspects of the service and assigned organizational entities including liaison with the community mental health assets and services. The Chief promotes an effective mix, coordination and support of clinical workload and resources, special program mandates and cost/benefit analyses, making recommendation to the ACOS, Behavioral Health and ensures implementation of approved clinical proposals. Supervision and resource management involve major decisions and work activities and significantly affect the ability of staff to provide comprehensive services to veterans. The incumbent monitors and ensures medical staff compliance with agency regulations, medical staff bylaws, federal and state rules and regulations, VA facility policies, OIG, Joint Commission standards and other appropriate regulations. The Chief creates an environment of system-oriented, continuous performance improvement as evidenced by meeting or exceeding performance expectations and national benchmarks. The Chief is responsible for leading and guiding the clinical staff in support of the VHA's core values of Integrity, Commitment, Advocacy, Respect and Excellence in the provision of these duties. Incumbent must be able to coordinate and negotiate resolutions to complex problems. Must assure compliance with accrediting agencies and regulatory requirements and assure corrective action is initiated as needed. Must be responsible for professional and administrative management of an assigned area which may include budget execution. The Deputy ACOS BH provides leadership to staff and residents though policy guidance and activities on behalf of patients and their clinical care. They promote standards of clinical competence and conduct for staff which are maintained through compliance with credentialing and privileging processes, monitoring and evaluation of clinical practice, peer review, consideration of clinical performance patterns in clinical privileging and other appropriate quality improvement activities. The incumbent facilitates assessment of educational and developmental needs of clinical staff to develop and implement plans for meeting identified needs; and to prioritize use of available training funds. They accomplish clinical program goals consistent with available resources and participates in the allocation of facility resources and modification of programs to best meet the needs of the Veteran population. They provide strong leadership, managerial, organizational and clinical skills to improve patient flow and achieve measurable outcomes. This includes patient appointment availability; improving Mental Health Service efficiency; expanding outpatient care; and implementing evidence-based practices in all clinical services. The WTVAHCS encompasses four Community Based Outpatient Clinics, one Outreach Clinic, and the main campus. The service line includes Psychiatrists, Psychologists, Social Workers, Nurses and Administrative Support Staff members supporting Mental Health programs under direct authority of the ACOS, BH. WTVAHCS Mental Health programs include but are not limited to: General Mental Health Outpatient Clinics, PTSD, Substance Abuse Clinics, Suicide Prevention, Recovery Services, Primary Care Mental Health Integration, Vocational Compensated Work Therapy, Vocational Rehabilitation Services and extensive Non-VA Care coordination of inpatient psychiatric care in the community. Work Schedule: Monday - Friday, 8:00am - 4:30pm Financial Disclosure Report: Not required ** This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
